Gov. Tom Corbett today signed House Bill 3, a measure that provides for public-private partnerships, or P3s, to help fund transportation infrastructure projects. The legislation gives Pennsylvania the ability to lease large-scale transportation assets to the private sector in order to expedite improvement projects that cannot be funded solely through public dollars.

A bill that would authorize partnerships between the public and private sectors on transportation projects is on its way to the state Senate for its consideration. The House voted 128-to-66 on Wednesday for the measure…Public entities would retain ownership, but private concerns would build, operate or provide funding for the work.
