Despite the strong objections of Alex Kuhn, City Council members reached consensus Tuesday to pursue the possibility of having “managed competition” for providing sanitation services in the city. Managed competition is the process of putting the services up for bids — but the city can also bid….The council discussed the concept at a work session Tuesday afternoon and directed City Administrator Brent Trout to start work on preparing requests for proposals (RFPs) from private haulers. Trout said he could have a draft of an RFP ready for council scrutiny in July and a formal RFP on the council agenda in August.
