From the abstract:
“Insight policing” is a community-oriented, problem-solving approach to policing that combines traditional law enforcement skills with conflict-resolution skills. By strategically applying curiosity rather than force, insight policing disrupts the cycle of retaliatory violence and conflict between civilians and police officers. Rooted in the work of Sargent Shriver, insight policing has been successful in Lowell (Massachusetts) and Memphis (Tennessee).
