Understanding the Great Recession’s Impact on City Bond Issuances” examines cities’ use of municipal bonds over the past 22 years and reveals how borrowing patterns after the Great Recession of 2007-09 differ substantially from other post-recession periods. The issue brief explores factors that probably contributed to these differences, identifies possible developments that may affect the use of municipal bonds in the future, and considers the role of debt as a financial management tool for the long-term fiscal health of U.S. cities.
