While senators and AFL-CIO leaders sent mixed messages this week about altering the Employee Free Choice Act, they reaffirmed that actual legislation is still sidetracked in Congress. Back in the cities and states, however, some EFCA-type provisions have already been won, from allowing workers to skip captive audience meetings, to securing access for organizers to the workplace, to local card check provisions.
